It's probably the multifunction switch. Not a terribly expensive part and not too hard to change. You do have to take out he ignition cylinder. If the clicking is coming from behind the dash it might be the wiper control module. Located behind Center of I/P, on LH I/P vertical brace.

Does it only happen when you have the wipers on intermintant control. My car does it when I have the wipers set for an interval.

Given the fact that "jiggling" the wiper control results in a functional reaction from the wipers, it seems most likely that the problem lies in the wiper control stalk (providing a mixed signal to the wipers). A number of forum members have posted similar symptoms, and many have found the various contacts inside the switch (for the intermittent control) slightly bent or contaminated grease. Look at the link in my above post for instructions on how to clean and "retune" the switch. It is cheap and easy, and may save you having to buy a new control stalk.

It's when the wipers are at any speed. the car had this problem when i got it there was a junkyard wiper motor in it, it still had numbers painted on it so thats been tried. I replaced a little black box right by the steering column that the manual i have reffers to as the "Wiper Governor" or something of that sort. I'll check out that post up above to see what your talking about though maybe it'll help.

The wiper control stock can't be it. Like I said somewhere in the dash I hear a clicking noise. I don't have one clue what it is. So when it rains I have to keep either jiggling the wiper control to make it work and it clicks tons, or I have to keep pushing in the button that spray washer out but ilet off so it goes 3 times then hit it again so no fluid comes out, even then it still clicks but at least it works.

SHOZ123:
If it's coming from the dash area it's the wiper control module.
The Ford manual states the following regarding the front windshield wiper system:
The windshield wiper system consists of the following components:

1. Windshield wiper mounting arm and pivot shaft.
2. Windshield washer pump.
3. Windshield wiper governor which is located in the instrument panel between the radio and the steering column.
4. Windshield wiper motor which is attached to the windshield wiper mounting arm and pivot shaft and connected to the windshield wiper mounting arm and pivot shaft.
5. Turn signal and windshield wiper switch which features a rotary wiper switch and a push-type washer actuator.
You indicate that you've already replaced the wiper governor (which is the same as the "wiper control module") and your problem remains. The Ford manual also states this regarding the interval wiper system:

A slight ticking sound coming from the windshield wiper governor is normal.
As stated in my above posts, the most likely source of your problem is in the wiper control stalk. When the contacts inside the switch become bent or the grease becomes contaminated, it causes the switch to provide intermittent signals to the wiper governor which results in the "ticking" that you've observed. If I were you, I'd try cleaning that switch as described in the link I've posted above, or replace the control stalk altogether (in that order). It's not that hard to clean up the switch. Give it a shot and let us know how it works out.

If the wiper control module is clicking, how do you stop it? Does it need to be replaced? If so, can I use one out of any Taurus or any '90's Ford?
