You mean sounds like a vacuum leak or a vacuum cleaner? Vacuum leaks are easy to find with a small tank of propane and a long hose. Crack open the propane valve and slowly move the hose around the intake while the engine is running. Engine will speed up when the propane gets sucked in the offending opening.

So the tensioner or idler bearings are either shot or the accessory belt is too tight.
