Where can I buy these specific downpipes?

I have a '13 SHO, and I would like to upgrade the downpipes in order to get the most out of a future livernois tune. I would like downpipes WITH the catalytic converters still on them, but AFTER and electronic cutout. Hopefully that's self explanatory enough but I'd like something to be as close to stock as possible (in sound and fuel efficient) when closed and driving normally but then with a flip of a switch to have an open downpipe for the best airflow.

Is something like this on the market? Is it a good idea?

It sounds like a custom fab job to me. I've never seen one on the market (but I've also never looked).

I'm also not sure why you would want it. I'm not sure there's a lot of power to be gained from going dumped vs full exhaust. I'm also fairly certain Livernois won't tune for an exhaust that's dumped downpipes as they tend to only tune for vehicle with their stuff installed (but I'm sure they'll chime in for certain). I would imagine you would be better off spending the money (that you would spend on a custom fab cutout) on a full turbo back exhaust with high flow cats and put the cutouts at the mufflers if you want it to be loud at the flip of a switch. Just my 2 cents.

Cutouts just after the 3rd cat/resonator are the usual way to go on these vehicles. Works well, gains of 20+ hp are quite possible.

It's not that I want it to be loud, I just want it to be more inconspicuous/stock looking & sounding BUT to be able to open it up and let it breath more freely when I want it to do what a tune would want it to do.

I've got an extended warranty up till 2018 and i want to see if I could add a dp, with a cutout AND the cats still on (which is why I want the cutouts before the cats, so they're still functional) so that it looks as stock as possible underneath just on the off chance I take it in for service. Wouldn't want the guys to see/hear an upgraded exhaust and refuse to service the car right away

We do not recommend the cutout mod. Every time that someone does this on an EB vehicle there are nothing but issues. The EB's need backpressure, and typically that mod does not allow for there to be any backpressure at all. The usual result is going to be random misfires, sputtering and other less than desireable issues.
