Let's say a wheel is 18x9 with a 27mm offset...What exactly does the 27mm represent. What does the offset do? Also, what are the factory specs for wheels.

Offset deals with the distance from the attachment point for the wheel. There are a number of excellent diagrams about this on V8SHO.Com in the section dealing with wheels.

IIRC, the stock Gen III wheel is 16x6.5 with a 42mm offset.
