Well if it is an ATX it could be starting out in the wrong gear and then getting power when you give it gas because it is kicking down into a lower gear. It sounds kind of far fetched to me.

Run the Key on Engine Off tests and when all the codes are finished press the throttle down about 2/3 the way. Now go out to the engine bay and open the throttle body. Each time the TPS senses that the throttle has been closed it will open or close every solenoid/ circuit on the car. It should also cycle the secondary runner butterflys. Check to see if those are opening and closing. I suspect that they may be staying open all the time.
