vaccum line under radiator that runs to charcoal canister

in the process of dropping the oil pan to check my RB's i fianlly got around to replacing this line (from the T to the canister)

i took out the T just to make sure there was no cracks or nothing and i found that the right hand side (side that runs to the passenger side into the plastic hardline) was blocked off......looked like someone had super glued a little brass stopped in place.....so curious as i am i finally got the pace to pop out and after cleaning the glue or whatever off of it i noticed there a pin point hole dead center of it

so my question is this is the little stopper suppose to be in there for some reason????? or are all 3 ends suppose to b free flowing?????......and if it is suppose to be in there is it suppose to b a complete block or just have that pin point hole????

that line allows engine vacuum to continously suck fumes from the tank. the pin hole is there to limit the amount of vacuum. are you sure the "stopper" wasn't a chunk of gunk?

no this was a actual brass stopper on the right hand side of the T......the stopper did have the pin hole in it though......but i had to clean what looked like old super glue off of it
