Turning weird

One my 91 i have an intresting problem with turning. Or at least intresting to me. When i turn my steering wheel is shimmying and some times almost seems like it is locked but half way through the turn. I rotated the tires and checked power steering fluid. The rotation fixed the shimmying some but it still seems as if the wheel is locking half way through the turn. It also seems as if my turning radious is not as tight as it should be. Any ideas?

is the steering really tough? Check the rear bolts of the subframe and make sure they haven't loosened up at all.
