trans prob need advice

after hours of driving the trans gets hot doesnt want to go from 2nd to 3rd it will whine. after shutting the car down and lettind cool down it will go back to normal. ive heard that there are seals in the trans that get hot and expand that wont let the fluid flow can anybody help me is that true?
