Today as I was putting in a new radiator I noticed that the lines going into the power steering cooler were leaking, so I fixed it and now the steering is tight, pump wines and when I touch the gas the car wants to die WTF, not all the fluid leaked out. Could the rack have ran dry? Could there be air in the lines?

Yes, but I only ran it about five or so minutes, had to pick my daughter up (I have not road tested it yet)

Leaving the fill cap off will work, yes. The last time I had to do this, I started the car with the cap off, held the throttle slightly, to about 1500 ropn, then turned the wheel all the way to lock and held it there.. That puts the must stress on the steering pump. Hold it for a few seconds, then slowly turn the other way and hold it there for a few seconds.

I found that doing that a few times, then quickly turning the wheel from lock to lock got most of it out.

I drove it (slowly, didn't want to spray it everywhere), this helped get everything out.
