common problem on all FORDS (Mustangs/SHO's. There are two fixes that should work.
First, take a can of WD-40 or similar penetrant oil and spray the spring assembly, throttle linkage and cable attachment for the throttle. Some times corrosin, salt or gunk will make the throttle linkage stick. Work the throttle linkage by hand (with engine off) so the oil works its way into the cable shaft. Then, take off the intake hose (with the engine off) (between the Throttle Body and MAF sensor), start the car and spray an Oxygen sensor safe injector cleaner around the throttle body plate. Usually there is some carbon and black gunk around the plate that makes it stick. Make sure you open the throttle slightly when spraying otherwise the engine may stall. Understand the CE light may come on when doing this procedure, its ok. When finished shut the engine off and reassemble everything. Go for a drive, getting on the car a bit to work the excess cleaner out. The CE light should go off. There may be some bucking and sputtering of the engine and smoke out of the exhaust, this is ok it will stop after a few miles of driving.
