When my CPS failed, I had no spark to the sparkplugs. The tach did read 400 rpm while cranking.

Oh, don't part it out over a crank sensor. It's not the easiest of fixes, but it's plenty doable with hand tools, and it's a very well documented procedure. Go here: http://www.shophoenixproject.com/lower60k/lower60k.htm

And read up on it.

Symptoms of a faulty crank sensor are:

EEC code of 211 (although based on your situation pulling codes might be out of the question)

Won't start, and the tach doesn't move while it's cranking (edit: or wait, is that the cam sensor? Shit, it's been so long I can't remember)

If engine is running, engine will suddenly die and tach will drop to 0 very quickly.

If the engine is cranking and just won't start at all, it's probably a crank sensor. If it is starting, but only after a long time cranking and starts very hard, it's a cam sensor.

if it won't crank, its most likely the starter solenoid that is bad.

if it cranks but no spark / no fire, then its possibly the crank sensor, dis, coil pack, or pcm.
