sticky throttle cable

For some reason, I don't think it's the cable, cuz it's hard to manually open the throttle at the throttle body...thoughts?

Have you adjusted the throttle plate stop for some reason. I had the same issue and after adjusting the throttle plate stop to set the correct idle (per the manual) and it solved my sticky throttle. Either the suction of the air across the throttle plate or the plate binding against the TB housing when improperly adjusted allows it to hang up.

Does it just pop loose when first opened or is it hard all the way? If you just get the pop it's probably just carboned up. Get some intake cleaner [not carb clean as it will take the coating off] and clean it.

x3 on cleaning the throttle body. Mine was sticking at the throttle cable linkage and at the pedal. I popped the four 12mm bolts off the throttle body, used up almost a full can of Berryman's throttle body cleaner, and smooth as silk now. I had carbon build-up all around the TB, and a little of it around the inside bore of the TB (right where the throttle plate sits when closed) needed a rag to completely wipe off because it was so caked.

I'd recommend the Berryman's brand throttle body cleaner though. It does an awesome job blasting that junk away and leaves no residue. I'm not sure who all sells it but I got my can from AutoZone.

I would pop it open a bit with the throttle stop screw. Turn it in until it makes contact, then an additional half turn. Disconnect the battery and let the car relearn the idle.

k...I didn't realize you could manually set the idle on the gen IIIs...every time I've tried on the gen II, it adjusts.

You can't manually set the idle. It will adjust. Opening the TP will not only stop any closed throttle binding, but will stop the odd occasional dying when coming to a stop and give the IAC more headroom.
