how do I tell if it is the cable or the spring mechanism at the caliper?
With the e brake disengaged (after engaging), the spring mechanism is still in the engaged position. I have to pull back on it with a vice grip or screwdriver to disengage it. And my e brake light does not come on (even at start up). I assume it is a burned out bulb, could it be something else?
Thanks.

Disconnect the cable from the lever at the caliper and try it again. That way you can isolate between the cable sticking or a problem with the caliper.

As far as the BRAKE light is concerned, that's been answered in a different thread. Bulb is most likely, otherwise you have an open circuit in that particular circuit. Use the diagrams and a meter to diagnose.

What do I need to do to disconnect it?
Thanks.
Also, I only brought up the light "out" because I would think it would have to do with my ebrake problem. Seems too coincidental squint

From my recollection you have to slide the retaining clip off the groove in the cable head, take a screw driver and push the head off the lever with the return spring on it, and then slide the head out of the caliper housing which is sometimes easier said than done. Mine was frozen in place.
