Slow speed steering rumble/chatter

What can be causing my steering to rumble or chatter as I turn the steering wheel when going in slow speeds in my 93 ATX. I felt it intermittantly when making right turns some months ago and it is now happening making left turns at slow speeds.
It happens when I am I am turning in a parking space or parallel parking, I get this rumbling feeling, almost like I have a 4X4 with mud tires on. Steering fluid is at the proper level, the belt is fairly new and has no indications it is slipping, there is no humming from the steering pump.
Any suggestions? 143K

Sounds like a front wheel bearing if it hapens only when moving.

If it happens while stationary and the steering wheel is turned, it's probably the upper strut mounts/bearings.

Thanks for you comment. I know for sure it is happening while slowly moving on right turns and this morning it was happening on left turns while slowly moving.
I believe it is happening while turning the wheels without moving foward and I will check it out again to be sure. I was thinking the colder temperatures (20 degrees Fahrenheit) may have contributed to the symptions but it needs addressing.
