Secondary butterflies

I've isolated the problem to the secondary vacuum switch. I replaced it with a new one but the car runs better with open vacuum. What gives?

How about some more details or observations? Your post doesn't make much sense.

Oops yeah I forgot the background. At first the car was surging at idle and had horrible gas mileage. I replaced the IAC and gave it a thorough tune up. I stumbled on what appeared to be the problem. I unplugged the vacuum for the secondary vacuum switch (attached on the back of the rear intake, has a round check valve attached to the same bracket) and noticed the secondarily close! The switch must have kept them open all the time. Now it runs better but I still get the surging unless you unplug the vacuum line in the back of the intake. With Open vacuum it runs better. Is it stuck on the old idle program?

You can reset the idle by disconnecting the battery for a while. Them when you reconnect itand start the car, turn on all the accesories (bright lights, ac ect) and let the car idle till it returns to normal idle. Then take it for a drive.

Do you have any codes? Just because the lights not on doesnt means theres not something in the computer. If it runs better with a vacuum leak, kinda tells to me your running rich. And with crappy gas mileage you might have an O2 sensor on its way out or a dirty MAF. If the idle reset doesnt do anything I would start with these two things. One more thing, it is getting colder. Hows your temp? this too can affect you mixture. Thermostat stuck open?
