seat belts not retracting

The driver side (i think the passenger side as well) seat belts don't automatically retract any more... they'll spring back once you give it a yank past the next catch point, but if you're just sitting there and then move around a little bit without it reaching the next catch point, it just stays at that length/loose. is there any way of fixing this? is it a simple matter of cleaning the belts themselves? or ....?

It sound like they may be gunked up on the inside.
