Rear Brake Lockup

What should I look for or check, or is this common? Out bedding in new brakes on my '98. Stock size rotors with StopTech Street Performance pads. Tires are Continental Extreme DW's. While doing the full on stops, the rear brakes were locking up. I also have the rear bias plug installed.

with bias plugs on our 92, the rears lock first every time.

our plan is to swap brake pads for more bite in the front, and less bite in the rear to attempt to even it out a little.
