problems with gen.3 chromies and weights (balance)

I had new tires mounted and balanced on my wheels a few months ago. (I had just bought the wheels USED).
2 of the wheels have a real hard time keeping the weights in tact. They are mounted on the inside edge of the rims. Is this common ? What is going on?

Have you taken them to the same shop each time?
I would say try and find a different place to balance them. The weights on mine are on the outside edge. (I hate that)

I've got the same problem with mine. I'm need to get my car inspected tommorrow anyway and am going to have them rotate and balance the tires. My regular mechanic doesn't perform inspections so I will be going to another shop.
