Power windows all acting up

First of all I did a search and found that everything routes through the driver's master switch. I went to the J/Y and picked one up and still have the problem.

Basically what happens is that ALL of the windows studder when going up/down and sometimes they get stuck altogether. All of the motors are working because you can hear them. I'm getting power to all the windows both from the individual switch and the master switch, but it's like the windows either stop midway or inch up little by little until I have to manually pull up on the window while pushing the UP button to get them closed.

I noticed after a rain my driver's door panel was wet, so I'm not sure if water got in there and shorted something out. I haven't noticed any interior leaks in the several rains after that. Anyone know what this is?

I tried them again this weekend. Basically the back windows work both on their own and from the driver door switch. The front doors are the ones that are not working. Both from the individual switch and the driver door switch, power gets to the motors and they turn but the windows either just sit there stuck or they studder up or down. I can roll my drivers window up and down usually by pushing down/pulling up on the window as I'm pushing the button.
