Power loss @ 3800rpm?

Hey guys, I'm pretty new here, just went out to test drive a '95 MTX SHO I saw on a lot, ran alright, a couple funny noises and broken parts but nothing unfixable..here's a question or two
It dosent seem to have much power below 3k RPM, is that normal? I would expect maybe so for an engine that redlines around 7k...
And when I'd get on it, right around 3800 rpm or so, right before the secondary opens up, there seemed to be a power loss. Dosent last long, maybe 200rpm, and at 4k the power really kicks in. Should I notice them opening like that? :)

sounds sketchy

at 3800 you shouldnt lose power for 200 rpms, but rather at 4000 you gain horsepower. and it should have some pep upnder 3k. maybe there's an exaust leak or something
