piston ring gaps too tight

checked my piston ring end gaps this morning. seized (upper) ring is .011”, lower is .020”. Spec is .0059” - .009”. Spec is way too tight, .011” is too tight. I believe .0035” x 3.64” (bore) = minimum gap of .0127”. im worried another cylinder will do the same with even worse effects, my cylinder walls stayed together this time. worth it to pull the other head and pistons and gap the rings?

Not worth pulling parts to make the engine not meet specification. Especially if you were trying to avoid spending the money to fix it right from the get go.
