phone jack in dash???

I am trying to figure out why I have no sound coming out of my speakers (bone stock JBL Audio). I had my dash tore apart checking wires and I look down and see a phone jack wired into a harness (also "looks" stock). It is wired in right behind the little cubby hole in front of the shifter. It has about a foot of wire and then a phone jack on the end. Was this from the factory??

i have the exact same wire in my 94, i also have what looks to be a power cord to go with it..

The jack was to connect a built-in cell phone to the system. Ford was really pushing Motorola cell phones that fit in the vehicles. Remember this was the 90's and cell phones were still the size of footballs!
