Parking Brake?

For some reason my parking brake will not disengage when i pull on the handle. I can pull it up with my hand, but as soon as i let go it drops to the floor engaging again. Has this happened to anyone else beofore. I figure its just a frozen rear caliper,but before I spend the money I just wanted to get someone elses ideas.

it could me that the spring that holds the petal up is broken
