Alright so I check to see if the smog pump intake tube is moving air it is I also check to see if the vacuum line that pulls air on the check valve was pulling vacuum it was.

Im guessing ether my check valve or the tubing that goes into the manifolds is clogged.
which looks like a crap ton of work.

is there some way to disable it so doesn't require a SAI system via tune someway?

I will check this relay before unbolting anything else. The relay itself have no code. If you have intermittent contact into it, not sure what code it can throw. I had a P1413 saying the pump was down but in fact it was the relay...

I'm confused its moving air every cold start.. i know this Ive been spraying cleaner up into its intake using wishful thinking, maybe a miracle will happen.
it's looking like im gonna have to take it apart.

Those tubes that screw into the manifold those are very very tight, should I use a torch?

Agreed that the CATs approval will not affect their functionality. Keep in mind they could be bad, or an O2/HEGO sensor may be causing problems. Though you should get other codes to go along with that one as those should cause various problems like rich or lean conditions.

Best bet is to check the plumbing to the manifolds to make sure there are no clogs and that the check valve is functioning properly. Check valve should be the problem based on you diagnosis so far.

Update

I got my inspection sticker! And here I am looking like a lunatic talking about tunes.

I'm not sure if there is still an issue with it but I sprayed a bunch of carb cleaner and some penetrating oil up the pumps intake. I reset the comp and it didn't seem to come back after a few starts and drives. I'm not sure how long it takes for it to start pending as the old code was pending for a while.

anyway thank god now I have a whole year to see what happens at least.

and of coarse thank you guys for your time.

welp its pending again. when I put my cats in i did a real hack job hooking it to the rest of the exhaust its kinda leaky and my rear y-pipe is very rusted. this thing probably has very little back pressure. im not sure what im gonna do.

If your Y pipe is gone, you need to replace it. Its never going to work right otherwise as that will mess up the O2 sensor results. You can pick one up at fairly low cost from Magnaflow, IIRC.

We are not in a good thread for that...

I repaired mine last week, I had a hole almost all around the last O2 sensor. Metal sheets on the cats have some kind of mineral wool which absorbs water and create humidity between the cats and their protection. This makes the cats (all 3) rusting faster than any other part on the exhaust line... My mechanis is a good welder and was able to "patch" the holes. However, this job cost me 5 hours of labor (4 of them were only to unbolt and rebolt as the 4 sensors are a PITA to connect/disconnect).

Even with big holes on the Y pipe, O2 will not throw a code... You will only run rich as ****.

I recommand to retreive ASAP this mineral wool on the cats and re-put only the metal sheets on them. This must be considerated as a maintenance upgrade. If you go there, I also recommand to clean the top of yours mufflers, salt go there and makes hole on the top of them (one on my SHO and the one of my SLO had one there).

For a new Y pipe, we can have easely find 4 options, one is made in MA, Eastern Catalytic IIRC, it seems good for the exhaust flow. I will not go with option that have "rippled angles" (angles made with folds in metal) like Walker or Bosal.

Well just an update my p0411 hasn't its face again. One of my cat back mufflers rusted at the weld and was hanging by a thread. I had no idea something that far back could effect it.
