Also, "if the radiator cap isnt sealing it will allow the coolant to boil over. Also, if the cap isnt sealing it will keep the system from pressurizing which will give the coolant temp sensor a lower reading which will keep the fan from coming on."

I had this issue with the fan a few months back. I replaced the ECT sensor. It was like $15 at Autozone

Thanks for trying to help but its not the ECT. I am getting voltage coming from the relays. It seems part of the problem is when applying power to the low speed pin of the fan it does nothing but the high speed fan connected to the battery makes the fan spin. And the high speed fan sounds like a slight grinding noise while its spinning fast. I will get a new motor for it.

At what temp is the high speed fan supposed to come on? Is there anything I can do to trigger the relay to kick over and turn it on besides shorting the wire coming from the fuse box to ground?

Also, what are these plugs for? One is connected to some kind of pump and hose and the other plug looks like a spout jumper

so I wacked on the back of the fan motor with a hammer a few times and now the low speed and high speed functions work for now until I pickup a new motor.

ACDelco or Motorcraft as replacements? Any other good ones you guys use?

Yup, sounds like the motor is on its way out. Only works when extra power is applied to it.

I'd get the motorcraft unit.

It's hard to tell where that pic was taken in the engine compartment. Could you give us a better description of where those connectors are please?

it is under the throttle body. The one plug is connected to a cylinder and these hoses, one hose runs to the top of the intake by the IAC.

The plug on the left is a spout connector. Not really important, leave the plug in it.

The solenoid on the right connects to the intake manifold near the throttle body and then down below the radiator drain.

The ECM commands it to be open or closed depending on various conditions. It vents/purges into the charcoal canister.

The overheating may be false reading.... When you turn your headlights on does the temp on the gauge go up? If so, check the grounds... I had a 94 mtx that was throwing a false reading and it was a ground problem. The gauge would jump 2 letters with the headlights on. Turn them off, the temp would go down... weird.... it also affect the driver side electric window!
