No more NJ front licanse plate? (link inside)

Could I be so lucky? I just acquired 2 front bumper covers with no plate holes drilled and in my cars color at that. I found this looking for other options to mounting a front plate so I didn't have to drill the bumper.

I think that I signed that 5 years ago. I knew at the time that nothing would come of it and I guess it didn't.
