No heat/blowing #17 under dash fuse

1994 Auto Sho heat was working, few days later no heat, fluid level good, replaced thermostat, still no heat. Checked #17 under dash fuse it was blown, replaced it, took it for a drive, start smelling something burning, returned back home and checked the fuse it was blown. Is it time to drop the dash.

Has to be a short to ground somewhere in the EATC Circuit. Download this file from the '94 EVTM and look at the EATC stuff:
