no headlights...

My 1989 has been sitting for a few months and everything fired up just fine except the headlights???
the parking,turn signal,cornering lights are fine..and I can flash the headlights but they wont come on normally.
What is my first step in diagnosing the problem?

Change the bulbs. Sounds like the low beams are out. When you flash them it's the high beams that come on.

Could be a bad headlamp switch as well, I had that in my 89 before. In mine, one of the return springs in the multifunction switch got lodged just so that it shorted out the wires to the headlamp switch, melting the wires and the switch.
