The 0 mark is TDC, but you need to make sure it's TDC of the #1 cylinder, compression stroke. It sounds to me like the cam timing is all dicked up.

It'll be a little harder to do with the crank pulley still on because it's tough to see the marks on the belt, but it can be done. Remove the #1 plug wire and plug, and find something to use as an indicator to stick in the spark plug hole. I've used a long skinny screwdriver, piece of rigid copper wire, piece of coat hanger, etc. Rotate the crank with the belt off until you see your indicator start to come up. Then, look at your timing marks on the crank pulley and cover and line them up to the 0. Your crank is now at TDC for the #1 cylinder.

Put your cams in the right spots, and carefully reinstall your belt.

If it's at all possible to get the crank pulley back off it would make your job a lot easier.

Yes, but once you see it moving up, watch your timing marks instead of the screwdriver. All it's really doing is verifying that you're on #1.
