I recent replaced the crankshaft pos switch since the sho wouldn't start, at the same time the cars blower motor and rad fan would not turn off so i replace the ccrm with a new one, but the fan still stay on and the car won't start it turns over. what could be causing this?

I see you are posting in the V8 section, so I just want to make sure you are talking about a 96-99 V8 SHO.
Which CCRM did you install? There is a large letter on top of the CCRM label (like a big R).

Your CCRM is fine, your problem is the PCM has no power, which also explains your no-start condition.
The fans default to on when the key is turned to run but there is no PCM power.

Could it be as simple as a blown fuse to the PCM?

You need to check for 5V+ at the TPS when the key is on. This will confirm if the PCM is getting power or not.
If the PCM is not getting power then you need to check the red wire coming out of the CCRM for 12V +. This is the PCM power.

when i use the battery as a ground I get 8.3/8.5/8.9 volts at the TPS, when i use the ground at the TPS I get no voltage at either of the other 2(terminals in the TPS connectors)

The PCM should be putting out 5V regulated power. I would disconnect the battery, disconnect the PCM connector, reconnect the battery and remeasure the TPS voltage. There should be none. If there is none then I would suspect the PCM is bad.
well with the pcm disconnected and the key in the on pos. I got 0.67 volts from the TPS, So is it safe to say that my pcm is bad? Do I have to get the same verison for the pcm as a replacement? for instance my pcm is a AWL1 can I use a AWL2?

Just for giggles, pull the PCM out and see if perhaps there is a chip installed that you don't know about. A chip getting dislodged can cause all sorts of problems like what you're seeing. There are two 11mm nuts holding the cover in place that secures the PCM.
Any 96 or 97 SHO PCM will work, JJKx, AWLx, LBLx, etc. Paul probably has the whole list of catch codes more readily available than I do.

There shouldn't be any voltage if the PCM is disconnected. Don't know how accurate the voltmeter you are using is.
You may have a ground problem somewhere.
