My car has been running rich and performing very badly. I have done a tune up and gutted the cats. I still cant figure this out though. I was able to do the KOEO test but not the KOER test. The KOEO test gave me these codes:

111 System checks OK

Then it showed the ones stored in memory

172 (R,M) Oxygen sensor not switching - system is or was lean - Single, Right orr Rear HO2S - Fuel control
173 (R,M) Oxygen sensor not switching - system is or was rich - Single, Right orr Rear HO2S - Fuel control
176 (M) Oxygen sensor not switching - system is or was lean Left or Front HO22SSS - Fuel control
217 (M) Primary circuit failure - ignition coil 3 - Ignition Systems
332 (R,M) EGR did not open/respond during test or if memory code, did not open intermittantly - EVR or PFE
542 (O,M) Fuel pump open, bad ground or always on - - Power / Fuel Pump Circuits
543 (O) Fuel pump monitor circuit shows no power - Power / Fuel Pump Circuits
(M) (Service 556 code first if present) Fuel pump relay or battery power feed was open - Power / Fuel Pump Circuits

With these where should I start first?

Also I'm not sure if I am not doing the KOER test properly. I start the car and see the CEL blink three times and then the rpms go up so i turn it a half turn to the right and then to the left. I then hit the brake and then turn off overdrive and then back on. After that nothing happens it stays rev'd up.

Hmm, seems like O2 sensors would be the good possibility. Not only did you get codes for them, but they can make the car run rich. Also, do you know when they were last replaced? If it's a high mileage car with originals, they're probably due for replacement anyway.

Someone else with a little more knowledge will probably reply, but those might be a good place to start. They're cheaper/easier than replacing the fuel pump. Did you happen to notice if the fuel pump primed ok when you turned the key to ON?

I haven't replaced the O2 sensors so I will definitely start there. I believe the fuel pump primes okay. I hear a whirr sound when I turn it to ON.
