Pulling the spout retards the timing to the base setting which is 10 degrees. I think you need a timing light. Timing at idle should be around 12-13 degrees.

Pull the codes again.

The two wires of the SPOUT connector on a 94 MTX simply return the presence of the jumper back to the computer:
Pink: ECU pin 18 (also called "octane adjust" in some docs)
Gray/Red: ECU pin 46 (SIG RTN)

You do not state if the code is still re-appearing after clearing the codes. If the code is still reappearing after the memory codes are erased, than ECU pin 18 is not getting signal from pin 46 because of bad wiring (through the harness wiring and SPOUT connector), or the ECU or ECU connector is bad.

You can test which is bad. If the battery is disconnected, the SPOUT plug is inserted, and the ECU harness connector is unbolted and removed, you can test continuity between pin 18 and pin 46 of the ECU harness connector. If it measures as a short (<0.2 ohms) like it should, this indicates the wiring and SPOUT plug are working - the only conclusion is a bad ECU. Otherwise you must discover the wiring fault.

Also, the inside of the SPOUT plug shouldn't have one pin cut off like this, otherwise someone has hacked the car to pass emissions, etc:

sorry didnt mention that the code was gone after clearing it, also, where did you find that nifty ECU harness diagram?
