Low Fuel Pressure

My '99 SHO(90,000 miles) had been missing recently and the check engine light came on, so I went to my friends shop and checked the code. I had an EVAP code P0442 and Cylinder 5 missfire code P0305. We checked the fuel pressure and it is low, right around 30, when it should be 35-45. I tried putting a new fuel filter and a new fuel cap, since it only cost $23. This didn't fix anything. I am wondering if you guys have any ideas, cause I don't know what else to try besides changing the fuel pump.

Fuel pressure regulator. It's cheap and relatively easy to change. I should know, I've had low fuel pressure causing hard starting for a few months now and I still haven't gotten around to changing it yet.

As for the other codes, that's a coil on cylinder 5 (front bank passenger side) and the EVAP code sounds like a charcoal canister.
