Loud noise

Okay so last night I turned on my car and i had this really loud noise that overpowered the sound of my idleing engine, sounded like a fan spinning at really high RPM's...wasn't sure exactly what it was so i turned off the car to be safe....and the noise persisted even with the car off...about 15 seconds later I turned the car back on and then about another 10 later it backed off and dissapeared.....any ideas?

The car has been on / off about 3-4 times since then and hasn't happend.

yes under the hood, sounded like a fan, high pitch whirling noise

Sounds like the timing belt tensioner.

So another sound I was having I narrowed down to a wobbly power steering pulley...can I just tighten it? Is there a bolt on the side or how would I do so?

If the pulley is somehow loose just tighten the nut in the center of the pulley.

If the noise continued with the engine off, you most likely had something stuck in the fan. Everything else would stop spinning when the engine stopped. Check for leaves, etc.
