At your local "Worn wheel bearings" store.

Honestly, a machine shop could probably make them, but they will not be safe.

Actually, it wouldn't create any more wear on the bearings like most people are concerned about since the spacers would effectively place the tires in the same place as the stock wheels would. Nonetheless, you won't ever find spacers on my car.

Actually, if you consider where the weight is being supported, the point where the weight is transferred from the wheel to the hub assembly is further away, and thus is going to put a much higher strain on teh wheel bearings. This is why you want the wheel to bolt as close to the hub as possible.
