completely pull out the section of the exhaust from the y pipe to the mufflers WITHOUT the use of a torch/ cutting. I am talking about the STRAIGHT pipe that connects the two. The restriction sound that I hear at WOT and 4000+ rpms has to be coming from under the sho?! It is NOT the cats, and the previous owner said that the mufflers are fairly new.

If it's a stock exhaust, cats back is one solid piece. It can be snaked out without dropping the rear axle, but it's not easy.

well it LOOKS like there are 2 bolts at the end of the cat back before it takes a 90 degree right turn around the gas tank. Is that just to hold it there... and it's not a connection?

Well according to the '90 ford shop manual the middle section is a seperate piece, but the likelyhood of actually getting it apart is going to be slim since its a 12 year old flare fitting. You can try but dont get you hopes up. Also be carful using a heating torch under the gas tank... SHOboom!
