Intermittent Wipers

On my 95 MTX, the first 7 clicks on the wiper stalk make the wipers cycle once and sit there for the next wipe, which never comes. When I rotate the stalk to the regular wiper setting, the wipers work OK. Occasionally, the 7th rotation (the one closest to the regular wiper setting) gives me an intermittent wiper action, but I think it just does that to annoy me! If I start replacing parts, should I start at the wiper motor, or should I start with the wiper stalk. I'd like to fix this, as it rains quite a bit here now.

Found the answer in "turn signal, intermittent wiper issues" on this page. And it is a manual transmission model as well - is that a coincidence?
