Installing PPE NoiseMaker Delete

I noticed that the intake pipe with the noisemaker on my SHO was very oily/dirty on the outside. I had never noticed that before. My car is GH tuned and has a GH IC. So I figure maybe I've over-boosted that plastic piece. (it would explain some things) Decided to replace it with a PPE noisemaker-delete pipe.

Obviously the installation is straight-forward. Remove old pipe. Install new pipe. My only question is about the bolt-style clamps. I've never used these before. Am I supposed to tighten those to 100%, or maybe just until they're hard to tighten? All the pics I see online look like they're super tightened with a good inch or more of thread outside the clamp. I have an odd fear of over-tightening clamps.

I've done an engine swap before in my old GTP, so I'm not a rookie. But it's been a while, I'm out of practice, and don't feel like breaking anything today.

Don't worry, if you don't tighten it enough the car will definitely let you know quickly that you made a mistake.
