I had my Civic's emmissions tested today (don't get me started on how they rape me for $35 on a car I couldn't purposely make fail) and asked them about my SHO having an SC. I was more worried with the visual as I can tune myself, however, I will probably go Terry's route. They said as long as I can pass the emmissions test, it'll be good.
He also mentioned he's had many cars with blowers and turbo's... and even NAAAWWWSS pass just fine. I had to question as to who was dumb enough to run with N2O when trying to pass emmissions.
