Basically when it rains hard, my wipers stop on the windshield almost immediately, so pretty much they are useless, i replaced the stalk because i thought that might be the problem, didnt work, so the stalk is ruled out. What would cause the wipers to only work when its not raining? Is something getting wet? i find that hard to believe, but they only work when it doesnt rain, how ironic huh? It almost killed me one time, going around a curve and they stopped. So what else could it be?

Sounds like water is getting into the Wiper Motor and shorting it. Try wrapping it in a plastic bag just to see. Or turn on the wipers and mist the motor.

wheres the wiper motor out at, right below the wipers? how can water get into there, it seems pretty sealed off area to me, but yea obviously if they work when its dry, then water is playing some part, but how do i fix the problem if thats it?

definitely getting water in there. Take some duct tape around the body of the motor where it meets the silver assembly on the end, I had the smae problem, that fixed it. Or, get a boneyard motor for $2 and replace.

The "spray bottle" tecnique is probably the easiest way to test it.
