help winshield wipers are stuck

I just returned from a trip to california it was raining the whole way home. when I shut the windshield wipers off they would not return to their home position. they will shut off but they stay at the bottom of the windshield and won't go down. they still turn on and off fine but they just won't tuck themselves back under. please help.

My wipers would "stick" every now and then when I was using the wiper delay. A new wiper lever in the column fixed it. Hope this helps!
