Heat Help!!

It's oh so cold lately. I would really like to have heat blowing through the panel vents or even the floor. I only have defrost ducts blowing air. It seems to be hot, there's just not enough blowing out to make the car warm. The blower is working strong. I can clearly hear it. The speed control works as well. When I try to select Panel/Floor/Defrost. I can hear some movement, just nothing is happening! Is there anything I can do to force air to blow through the panel or floor?

I found that the vacuum line running outside of the firewall is detached! Where does that go?

If its the one out of the heater core area, standing in front of the car, it connects to a T, about a foot to the left.
