headrests don't go down?

hey I just noticed on my seats the headrests don't go down... I like them up anyhow and it offers more protection in a crash like that... but its kinda cheesy if someone wants to put theirs down and it doesn't work.......

I have had ones that did not work either. Something with the plastic bushing that hangs up.
