Headlight adjustment

After nearly wrecking lastnight I have realized I need to adjust me headlights. They point staraight down. What direction on the adj screw moves them upward: clockwise or counter-clockwise?

Also the screw turns but the light doesn't move because the whole bushing and everything turns. Can I remedy this by just grabbing the bushing with a vice grip while I turn the Adj screw?

well, I had to take the assembly (headlight) out of the car and use two pair of vice grips. But I got it.
