Speed limit is coded and can be tuned out. I don't know any other way. SCT or HP Tuner can lift limiters.

My tuner once told me that it cant be removed but it can be set to 300mph

I haven't checked on forscan on my sho but it can be set higher on my 22 SD with forscan.
