In the interior fuse panel, which hinges down once you pull a handle. It's above your left shin when sitting in the car. More detailed instructions are in the owner's manual.

What year? If it's an '89, the flasher is actually a square black box mounted in a spot above the fuse box.

still cant locate it.Do i need to remove any panels to access?

It's not in the fuse panel, It's up under the dash in the steering column frame area. remove the lower dash metal panel under column to make access easier. It's one of several diff. modules in the same location, flasher, warning chime, etc. pretty much have to get on back and get up under there as best you can and w/a good bright light.
