You sir, have a short to ground on a yellow wire with a green tracer. Somewhere between the fuse and them blasted lights.

How familiar are you with electrical repairs?

As a very simple check, inspect the wire harness the follows the trunk to the tail lights to the trunk for chafing.

Remove/inspect the license plate lamps and inspect for water/chafing.

Remove all 4 tail lamps and inspect for chafing.

Agreed. I'd start with the license plate light assembly. There was a recall on some of those for corrosion, 2010 for sure, don't know about other years. I had same with a Ranger back in the day, it was the license plate light.

All else fails, hook an ohmmeter to the hot wire and ground. It should read very low resistance to ground with short. Set it to tone and start disconnecting and moving things until the buzz stops. That will isolate where the buzz is. And you won't go through a bunch of fuses in the process.
