i have changed the fuel pump 3 times now and can only mange about 20 psi. what is the usual culprit in this situation

Check for a clogged fuel filter, or bad fuel pressure regulator. Pull the hose off the FPR and check for gas in the hose. If you see some the FPR isn't working correctly.
