Fuel Presure Regulator?

My friend's '99 doesn't always wanna start right now. He has to turn the key just a lil bit a couple times to prime it to get it to start. What are the chances it's the fuel presure regulator? And if it is, where is it located on the Gen III? Thanks for any help. :biggrin:

More likely a fuel pump problem. Possibly a clogged filter or a check valve problem too, but start with a fuel pressure test.

Well we'll give it a look if it makes it up to the shop on his grandpa's land about 150mi north of here tonight. Just got my timing belt, tensioner, water pump, and accessory belt replaced today.
