Front passenger side wheel won't turn

I'm not sure if the front passenger side wheel on a 1993 SHO turns when put in gear but I thought both front wheels turn when in gear. I jacked up the car took off the tires, calibers and rotors so make sure that it wasn't the brakes that were making it not move and I turned the car on and put it in drive and the driver side rotated and I looked at the passenger side and it wasn't moving. I turned the car off and tried to turn the passenger side by hand then with a tool for leverage and it didn't budge. Am I being stupid or what do I need to look for in order to fix this problem. Please help.

It barley drove into the garage, but that was before I loosened up the brakes. (They were always on before)
When I give it gas aren't both the front wheels supposed to turn or is it just the front driver side wheel that should turn?

For anyone that cares or has the same problem, my brakes heated up then caught on fire and heated up the whole steering knuckle and then I towed it home sat for a day, then I tried to drive it into the garage and the bearing welded to the knuckle and hub so I broke that and thats why it wouldn't spin

Something is wrong with your caliper assembly. Your pistons must be seized, or your flex line is acting up. Replace them both.
Consider a brake upgrade.
